We will be:
- A nimble mid-size university (~10.000 students after 10 years of operation)
- A transdisciplinary university offering undergraduate, graduate, executive courses and research programs
- Undergraduate level (credit based) is 4 years, including core interdisciplinary subjects. Online teaching and learning will be integrated to ensure access to experienced top rate professors.
- A number of 2 or 3 year courses will be offered. The university will consider the usefulness and feasibility of partnering with chosen local high schools as a grooming ground for student recruitment.
- Graduate programs in selected disciplines will start at an appropriate time after the University's launch
- Degrees will be conferred by the Ministry of Education and Training (MOET) and, at a later stage, hopefully by both MOET and overseas partner universities; or, conferred by MOET and recognized by overseas partner institutions.
- The selection of subject areas is based on:
- Present market demand or potential for long-term demand Lack of or limited existing supply either quantitatively or qualitatively
- Availability of suitable human, technical and material resources
- Competitivity potential
- Schools will be developed in phases over a period of ten years.
Phase 1: by 2023
The School of Engineering & Technology
Students will study broad and deep engineering and technology fundamentals. With the cooperation of high-tech industry partners such as Intel and Intel partner universities such as Portland State University, the School will guide students to cutting-edge technology and application in real-world engineering. Through training and internship at companies and factories, short-term projects, joint research programs between the School and businesses, students will acquire the necessary practical skills to support their future career.

The Center for Foreign Languages
Accent will be on the practical and cultural rather than academic aspects of foreign languages to enable their use as a functional tool as well as a key to understand the broader world.
- Will offer academic English to prepare all students for classes conducted fully in English from the second year.
- Besides English, students are expected to learn a second foreign language such as French, Chinese, Korean, or Japanese.
The Center for Continuing Education and Training
Short education training/ retraining/ upgrading programs are provided for:
- pre or post-graduation students to prepare them for the workplace or for specific jobs;
- professionals who wish to enhance or expand their professional skills, or to acquire new skills for a change in occupation;
- persons who wish to continue their general education, to broaden or update their knowledge.

An indispensable unit of a university aspiring to become a steward of sustainable development. A first program under this Center will be “Sustainable Urban Development and Adaptation”.

The Center for International Studies: conceived as a hub of academic and research
engagement on regional study areas, with a strong focus on Asian Studies – especially Viet Nam Studies – as well as on global or topical issue areas.

Mme Ton Nu Thi Ninh participated as a panelist at the "Vietnam and East Asia in a Globalized Context" Conference organized by the Princeton Institute of International and Regional Studies (PIIRS), Princeton University; October 17 - 18, 2008.
The Department of Foundational Knowledge & Skills (FKS)
This Department is conceived as a transversal unit providing all students, regardless of their major disciplines, with broad, fundamental knowledge and understanding of arts (i.e. social sciences and the humanities) and sciences (i.e. natural and exact sciences), known in the West as Liberal Arts and Sciences. The Department will also equip students with indispensable elements of study and research methodology (analysis, synthesis, etc.) and soft skills, such as critical thinking, problem solving, teamwork, etc.
The Department of Viet Nam Studies
Will serve all Schools, Centers and Departments as part of the FKS curriculum and also offer Vietnamese language and culture courses to non-native speakers and Overseas Vietnamese learners. Over time it will strive to provide an academic forum of choice for Viet Nam scholars.
